Incumbent Local Exchange Carriers (ILECs) and/or certifying state commissions (“state entities”) are required to submit updated Study Area Boundary data by March 15 of each year, showing any changes made by December 31 of the previous year.

In addition, ILECs and state entities must recertify existing Study Area Boundary data every two years. The biennial recertification of existing Study Area Boundary data are normally due no later than May 26 but because May 26 falls on Sunday of a holiday weekend, the recertification for ILECs and state entities are due May 28, 2019. Therefore, any ILECs or state entities that have not uploaded and certified new boundaries between December 31, 2018 and March 15, 2019 have until May 28, 2019, to re-certify their existing boundary data. ILECs can recertify their existing boundary data athttps://www.fcc.gov/licensing-databases/fcc-user-login . State entities must recertify existing data by submitting the Study Area Boundary State Commission Recertification Statement to StudyAreaBoundaries@fcc.gov.

Compliance with the Commission’s requirement for the biennial recertification of the study area boundary is mandatory, and failure to comply may lead to enforcement action, including forfeiture penalties, pursuant to the Communications Act and other applicable law.
